AGENDA ON MAKING NIGERIA WORK AGAIN
IN THE IN-COMNG ATIKU ABUBAKAR ADMINISTRATION

February 10, 2019

Alhaji Atiku Abubakar
Incoming President, Federal Republic of Nigeria
PDP National Secretariat, Wadata Plaza
Abuja, FCT NIGERIA

Dear Wazirin Adamawa,

igeria cruises to her existential future in less than a week on Saturday February 16, 2019, when majority of Nigerians in their millions troop out to elect their president and members of the national assembly. The True Lord God Almighty we serve and worship will pass through the length and breadth of Nigeria as never before and render a damning verdict on comatose outgoing President Muhammadu Buhari and his uffish APC gang. Whether they like it or not, Nigerians will send these sets of deceivers, leeches, arrogant, pride and careless politicians packing this weekend. If Buhari and his gangsters are threatening not to cede power voluntarily, and after losing, will invite their military wing instead to take over power as they are strategizing, Buhari will eventually end like another thug he once served and worked for; the Luciferous Sani Abacha of unblessed memory.

I want you to know from the onset, Mr. Atiku, that Nigerians are not voting for you as the next president because you are necessarily better, but because of the woeful failure and dismal performance of a vegetative president who has outsourced the presidency. In the current dire situation Nigerians found themselves, you are a hemlock and Hobson choice they are ready to live with for the next four years. There is no president that can be worse than Mr. Disaster in the nation's current painful circumstances; consequently, your election victory come next Saturday-which Mr. Yakubu the INEC boss will have no credible choice but will grudgingly announce next week Monday February 18, 2019 night/Tuesday morning, February 19, 2019 -is a rare opportunity for you to prove Nigerians wrong and perform very well. If you toe the path of the erstwhile PDP in 16 years and forget about the imminent rise and fall of Mr. Buhari a.k.a Mr. Disaster, in 2023 we will be here as surely as the Lord Jesus Christ lives to throw you and Peter Obi out of Aso Rock. Meanwhile, while we wait for the physical manifestation of what the King of kings and Lord of lords, the I AM THAT I AM, the Jehovha Jireh, the Lord of all Creation, the Omnipresent, Omniscient and Omnipotent and the Creator of all flesh and controller of the spirits of all human race has already established in the Heavenly realm, I want to offer you certain populist programs you should be considering with a view to implementing them in the few months ahead in your inchoative administration.

First, the family of late Chief MKO Abiola has not been adequately recognized for the monumental sacrifice they made for Nigeria in our search for heroism and nationhood. The ghost of the epochal June 12, 1993 political struggle will continue to dog and haunt Nigeria forever. Consequently, Chief MKO Abiola, no matter his shortcomings as all fallible fallen creature of yore should be recognized for laying down his life for Nigeria's democracy. The National Stadium at Abuja should be renamed: Rt. the Hon. MKO Abiola National Stadium of Unity, Abuja.

Not only did the Abiola Family give us their best; they also lost their matriarch; the late Alhaja Kudirat Adeyemi Abiola, who was dastardly, murdered by the agents of the late dictator; Sani Abacha. That woman gave her all for all Nigerians and she should be remembered by more than a mere amusement park in a nondescript area of Lagos. In this connection, the Lagos-Ibadan Expressway should be renamed: Alhaja Kudirat Adeyemi Abiola Lagos-Ibadan Memorial Highway, Federal Republic of Nigeria via an Executive Order by His Excellency, Alhaji Atiku Abubakar, President and Commander-in-Chief, Armed Forces, Federal Republic of Nigeria.

Your administration's celebration of the annual Independence Celebration on October 1, 2019 should be entirely different, not only for its unique celebratory significance of a new helmsman, but for national cohesion and recognition of those who put their lives on the line to midwife Nigeria's current democracy project. A proper and an objective account of Nigeria's contemporary political history will reveal the watershed the June 12 political event represents for Nigeria as a nation. Consequently,

under the incoming Triple A-Alhaji Atiku Abubakar Administration commencing later this year, there should be an Executive Order proclaiming "Nigeria's June 12 Heroes of Democracy National Unity Cenotaph, Abuja" Dedicated to the Illustrious Contributions of Nigerians Progressives to our Democracy. The Federal Ministry of Special Duties should be saddled with the task of compiling names of patriotic Nigerians to be listed but must include the following nationalists: Chief Abraham Adesanya, Gen. Shehu Musa YarÁdua, Chief Anthony Enahoro, Pa Alfred Rewane, Chief John Odigie-Oyegun, Admiral Elegbede, Dr Beko Ransome-Kuti, Chief Alao Aka-Bashorun, Dr Tunji Braithwaite, Mr. Bagauda Kaltho, Late Mrs. Alice Ukoko-Ugono, Dr Ibrahim Tahir, Comrade Chima Ubani, Prince Ademola Adeniji-Adele, Chief Solanke Onasanya, Sen. Tokunbo Afikuyomi, Adebayo Onanuga, Kunle Ajibade, Dapo Olorunyomi, Seye Kehinde, Babafemi Ojudu, Onome-Whisky, Dele Omotunde, Moshood Fayemiwo, Dare Babarinsa etc. who fought for the de-militarization of our nation and the current democracy which affords Nigerians the opportunity to freely chose their leaders. The National Human Rights Commission Headquarters in Abuja should be renamed Chief Ganiyu Oyesola Fawehinmi House by the Triple A Administration. It is time to recognize and memorialize genuine patriots that gave their all for us all. Consequently, the current building hosting the NNPC should be renamed "The Kenule Saro-Wiwa and Ogoni 12 Martyrs Memorial House, Federal Republic of Nigeria" as a permanent monument to the memories of these great, gallant and patriotic Nigerians taken away from us during the pro-democracy years in our nation. You should make this bold proclamation via an Executive Order at your swearing-in-ceremony in May this year.

You must bring into your administration a versatile and fresh mind like Prof. Kingsley Moghalu, the current Presidential Candidate of the Young People's Party. If you want to succeed and chart a new path for Nigeria; you must harness the energies of young men and women like Mr. Omoyele Sowore, current Presidential Candidate of African Action Congress, Fela Durotoye, Tope Fasua-Oby Okwesileze, Prof. Sonaiya, Akinlami, and others for making Nigeria truly work again. Your administration must make lasting impact on the most vulnerable segment of our population: Widows and the Elderly. In this connection, create the Alhaji Atiku Abubakar Old Nigerians & Senior Citizens Social Security Scheme: which will cater to Nigerian Widows and the Elderly who are 65 years and above who shall be entitled to free federal government housing, free health care treatment within Nigeria and N30,000 monthly stipend for life as long as you are in office under the PDP. You must give Nigerians the Atiku Abubakar Nigerian Disability Rights and Privileges Acts: ANADRIP. All public places must make provision for handicap and disabled parking in their parking lots, all public and private buildings must ensure that lifts and elevators are provided for the disabled. There will be a three-year grace period for compliance with ANADRIP.

Under the Atiku Abubakar Digital Rights Advantage (ADARA) 2019-2023, all universities, polytechnics, colleges of education and institutions of higher learning in Nigeria shall be fully equipped with free Wireless Fidelity-Wi-Fi to be spearheaded and handled by the Federal Ministry of Science & Technology under Prof. Bart Nnaji, former Director of the United States National Science Foundation-NSF Center for e-Design, Pittsburgh, PA, USA. The Atiku Abubakar Administration must respect the judiciary, uphold the rule of law, get rid of detention without trial and non-compliance with court decision as we witnessed under the APC-led Federal Government of Outgoing-President Muhammad Buhari which shall be a thing of the past. To demonstrate this new climate and democratic culture to Nigerians, as you are being sworn in, you must announce the immediate release of Sheikh Ibrahim El-Zakyzaky and all his members under detention as ordered by the Nigerian Courts. There have been numerous court cases and judgments involving the federal government and individuals where the federal government was directed to pay costs. You must honor such court judgments immediately your administration takes off later this year in the Precious Name of Jesus, Amen.

In view of the monumental financial, diplomatic, socio-political and other contributions of Nigerians in Diaspora to their homeland, the Atiku Abubakar Administration must upgrade the current Diaspora Commission into a full-fledged ministry with a minister of the Federal Republic. It will be known as The Federal Ministry of Diaspora Affairs. The ministry will assist Nigerians wishing to return to the country to make their return home to contribute to national greatness effortless. It will also handle the plights of our countrymen and women facing challenges overseas and help educate those Nigerian immigrants putting their lives at risks via traveling through the Sahara Desert. In addition, the ministry will champion the resolve of the Atiku Abubakar Administration's commitment to sending a bill; Diaspora Nigerians Voting Rights 2023 and beyond a.k.a DINOVA 2023-that will enable INEC to put machinery in motion to enable Nigerians abroad with dual nationality and valid Nigerian Passports to be able to vote beginning 2023 and beyond. In order to foster national unity and togetherness, your administration should start exploring ways to make Yoruba and Ibo Languages compulsory in all federal govt. colleges in the north. Make Ibo and Hausa Languages compulsory in all fed govt. colleges in southwest and make Hausa and Yoruba languages compulsory in all fed govt. colleges in eastern Nigeria. State governments should recruit teachers to teach local languages in their schools in this crusade to instill patriotism in our youth and develop our self-consciousness and cultural awareness as a people.

The Triple A Cottage Clinics and Dispensaries in all 774 LGAs of Nigeria must be constructed to cater to the health needs of our people. Do not be like Buhari who lied that he would not travel out of the country for medical checkup during his electioneering campaign in 2014/2015 only for him to take up residence abroad on AWOL for nearly six months. Your administration must do everything possible to end the gorging of Nigerian Visa applicants in foreign embassies whereby Nigerians denied Visa will be refunded their visa fees back for the first time. You must bring back the FG Post Graduate Student Loan Scheme for first class and Second Class Upper Students wishing to pursue MA/PhD in STEM programs both at home and abroad. This will make education, good and sound education cool again in Nigeria. Your administration must take over the Computer Village in Lagos and turn it into the next Silicon Valley of Africa. In addition, The Triple A administration must take over the Akwa Ibom State Sports Academy and turn it into a global institution with funds and enlarged sports scope that will be second to none in Africa and one of the best sports academies in the world.

Your administration must recognize Jerusalem as the capital of the State of Israel and also the right of the Palestinians to a homeland as part of your foreign policy objectives. Designate In-Coming VP Peter Obi to go to Israel to stress this foreign policy agenda as the United States Government. Issue public apology to the families of the three Nigerian drug couriers killed by the Buhari-Idiagbon military regime (1984-1986). Even though they committed a crime, they should not have been executed, but should be jailed. Also, the law was applied retroactively which is inhumane. As soon as your administration takes off, the families of Bernard Ogedegbe, Alhaji Akanni Lawal Ojuolape and Bartholomew Owoh should receive official apology from the Nigerian Government as a closure to the injustice perpetrated by the Buhari-Idiagbon dictatorship for that extra-judicial murder in 1984/85. Your government should devote N1bn to the Nollywood Entertainment Industry to help discover new film talents and stars in Nigeria.

Your administration should be vigorously pro-active in the promotion of Cultural Tourism and revitalization of Obudu, Tinapa, Yankari, Ikogosi etc in Nigeria. You must lead by example by spending your annual vacations in local and home tourism centers. Again, don't be like the great deceiver; Mr. Muhammadu Buhari, a serial liar who doesn't do what he says and hardly delivers on his promises. Do not renege on the issue of national restructuring and put it on the front burner very early in your administration so that Nigerians can talk and debate on what sort of national restructuring we want in one year. Your administration should establish the Nigerian Graduate Skill Acquisition Scheme to retrain post-NYSC graduates toward employment opportunities. Under the AAA Administration, the monthly allowance currently being paid NYSC members should be increased from what is being paid now to N25, 000 per month. The National Directorate of Agriculture, Infrastructure, Road and Rural Development should be established to open up our rural areas for industrialization and infrastructural facelift. As part of the Triple A administration's commitment to promoting indigenization of Nigeria's industrialization drive and promote technological advancement, all vehicles of the Presidential Convoy sould be bought locally at Innoson Motors Nigeria Limited. AAA should launch Made-in-Nigeria Policy and issue an Executive Order that henceforth, all cars and vehicles used by ministers, permanent secretaries and ministries shall be vehicles made in Nigeria instead of Japanese vehicles and German products.

The Atiku Abubakar Administration should send a bill to the National Assembly in his 100 days in office to authorize the Federal Government to impose a levy a 10% VAT on cigarettes and beer in Nigeria and the proceeds channeled to funding all Nigerian universities, polytechnics and colleges of education in addition to meeting the salaries and wages of university teachers and non-academic workers. The proceeds should also be used to upgrade facilities in all tertiary institutions in Nigeria, the libraries and laboratories in general. Our universities are in pathetic state and education should be revived immediately. The National Security and Civil Defense Corps-NSCDC- should be upgraded under the Triple AAA Administration with a view to re-training and absorbing members into the Nigerian Police Force-NPF-to obviate the problem of under-policing in different states of the country. Community policing should now be emphasized, because those policemen and women that speak the local language, know the traditions and cultures of the people where they serve are better at crime prevention and combating crimes in our localities. Do not throw the baby away with the bathwater like the clueless APC government of Mr. Disaster called Buhari.

As soon as your administration takes off, you must launch what will be known and tagged: "Nigeria Truly Open For Business" Campaign which will encapsulate these four cardinal principles namely:- Ease of doing business through 72-hour registration of new business outfits in Nigeria via Nigeria-E-Business Registration; Visa-Free on Arrival at Point-of-Entry for Genuine Business Expatriates bringing at least N10m to Nigeria for investment; Easing regulations on repatriation of profits through the banking system, and guarantee by genuine foreign investors wishing to conduct legitimate business in Nigeria to create at least 1,000 local jobs in Nigeria; they will be rewarded with tax incentives. Based on the fruitful discussions you had with the business community here in the United States during your recent visit, your Administration must create the peaceful and conducive atmosphere for reputable global retail giants such as, Wal-Mart, K-Mart, Amazon, Staples, Cash & Carry etc to birth in Nigeria thereby creating millions of employment opportunities for Nigerians. Your administration must partner with the LASG to finish the new international airport in Lekki/Victoria Island to decongest human traffic at MMIA Ikeja and also accelerate economic development in Lagos nay Nigeria. You must meet with the Organized Private Sector-OPS- immediately you are sworn to engage with them and also meet with the Manufacturers Association of Nigeria-MAN- on how to revamp the nation's parlous economy under Buhari and create employment opportunities for teeming Nigerians.

In your administration, there should and must be religious harmony in the country. You will not favor one religion against the other, because as many know, in the Atiku Abubakar Family, we have Moslem and Christians living harmoniously and peacefully with one another. The nation has never been so divided along religious fault lines as witnessed in the past four years of the Buhari government. All that must change under your government. In your various companies, all religious persuasions are represented and as an astute business man, you relate to and with all Nigerians irrespective of religious persuasions and faith differences. You must reflect these differences in your administration so that peace and religious harmony will prevail in all nooks and crannies of the country. If you follow the disastrous footsteps of the current Buhari tragedy, we will throw you out in 2023. Mark my words!

In the first six months of the Triple AAA Administration, a comprehensive staff auditing should be ordered and cnducted in all federal ministries and government agencies with a view to identifying the number of workers on the federal government payroll. It is tragic that in the Internet and technological era, we are still complaining of ghost workers. This should stop and all federal government workers must be made to undergo drug tests and those who fail will be shown the way out. The Triple AAA Administration must run an effective, progressive and transparent government and this starts from the civil service. The problem of climate change is not a fluke and it is real as witnessed by unheard and catastrophic natural occurrences around the world. In Nigeria, the problem of desertification, especially in the arid desert and northern part of the country should be worrisome. Why are Fulani herdsmen leaving the north for the Sahel Region to feed their cattle? Because of desertification; thus, your administration must take the lead in confronting this incipient threat immediately. There are many international agencies that want to assist Nigeria in this area; from the World Bank, IMF, to Greenpeace, WWF and many more. You should take the lead in this regard. The current Buhari administration is a monumental disaster in this area, but you must lead as soon as you are sworn in as president in this vital area.

The high incidence of collapsed buildings, both private and public buildings should be a source of concern to the Nigerian Government. Consequently, the Triple AAA administration should mandate the Federal Ministry of Works and Housing to come up with latest Building Codes in concert with the relevant stake-holders to stem this tragedy which causes the untimely deaths of innocent citizens. In addition, the Triple AAA administration must mandate all contractors awarded contracts to construct bridges, roads and highways anywhere in Nigeria to give an undertaking of the minimum number of years that the edifices will last. We cannot be awarding contracts year in and year out for the same roads and bridges and highways thus wasting public money and scamming the federal government.

Under the Triple AAA Administration the various organs and tiers of government must be respected. The executive, legislature and judiciary are co-equal and the Buhari Administration has no right to use the Nigerian Police, especially the Inspector-General of Police to muzzle the state legislature in what is known as "federal might." This is dangerous to our democracy; look at what happened in Akwa Ibom state? The APC will be made to account for these types of undemocratic actions later this year so there won't be a repeat of such ugly incident in the nation. Beginning this year 2019, the LGA will finally become autonomous as the newly-sworn in and inaugurated Triple AAA Administration must adhere to the Constitution of Nigeria by disbursing the funds and revenues meant for the 774 LGAs directly to them. Your administration must be totally committed to the eradication of the scourge of Polio in all areas of Nigeria and total implementation of immunization rules and standards as required by UNICEF and other donor agencies. You must pledge not to embarrass Nigerians among comity of nations as the Buhari Administration which plagiarizes and steals other peoples' works and engage in intellectual thefts. How can a competent president not know that the logo of its so-called Next-Level Rubbish campaign belongs to Winthrop University?

Prices of foodstuffs and groceries have gone through the roof since the APC Buhari Administration came to power. The so-called Change Mantra has not put food on the tables of Nigerians and it is time to change the Change with real Change Nigerians can and must believe in beginning this year under your administration. If you deceive and bamboozle Nigerians like Buhari and take the people for granted as the Arrogant, Proud and Careless-APC- has done so far, we will also show you and Peter Obi the door in 2023! You wait and see! Nigerians of all hues have resolved to Change This Baba Go Slow and replace him with an astute administrator and that is you. If you start on a wrong note as Buhari did in 2015, you will end up like him four years later in 2023. Can you believe that nearly four years, the Buhari Administration is yet to fill vital board appointments in governments' agencies and parastatal, because Buhari says he is not in a hurry? Well, Nigerians have a powerful and strong message for Buhari this coming Saturday February 16, 2019: We are hungry and our patience is running out. The market women that cannot feed their children are in hurry, unemployment is assuming a frightening dimension according to the government-owned National Bureau of Statistics so now, Buhari is starving the bureau of much-needed funds so it will not release the latest unemployment figure that is embarrassing to the Buhari Administration. This is unacceptable. Nigerians demand and have the right to the true situation of things in our nation and they will say it loud, clear and convincingly next Saturday.

Finally, your administration may consider Dollarizing the Nigerian Economy by changing the Nigerian Currency known as the Naira (N) to become known and addressed as henceforth as:- Naira~ Dollar (N$).

We shall compare notes next week after the Sovereign Will of the True Lord God Almighty has prevailed over Nigeria and a resounding defeat is delivered to Mr. Muhammadu Buhari and his APC Gang in the Mighty Name of Jesus, Amen.
