hen the United States passed a Congressional law in 1990 vides Section 203 (c) of the Immigration and Nationality Act (INA), Section 131, Pub L. 101-649, amended INA 203 which established what is known as the Diversity Visa (DV) program or Green Card Lottery, other Western nations introduced similar programs. Unlike the United States, which used lottery and luck to attract immigrants, New Zealand decided to call her own program; The Silver Fern Immigration Program. It is not based on lottery or chance or luck; rather, New Zealand wants to welcome skilled workers from other countries that would contribute to her national economy. Many people around the world are not aware of this program. Unlike the U.S. Diversity Visa (DV) program which is held annually, New Zealand does her immigration quota monthly. Today, New Zealand has 6% unemployment rate but needs 75 % skilled workers in high-paying jobs that cannot be filled by New Zealanders, hence the country urgently needs foreign workers. The New Zealand Silver Fern Immigration Program has two important components namely: the Long Terms Skill Shortage or LTSSL and the Immediate Skill Shortage or ISSL. The Long Term Skill Shortage List (LTSSL) identifies occupations where there is a sustained and on-going shortage of highly skilled workers both globally and throughout New Zealand. The Immediate Skill Shortage List (ISSL) includes occupations where skilled workers are immediately required in New Zealand and indicates that there are no New Zealand citizens or residents available to take up the positions. This enables faster processing of the application. Company executives in New Zealand say between 2014 and 2015, 75% of high-tech and medical/health occupations need foreign workers, because there are no qualified New Zealanders to fill those vacancies. The minimum salary for these highly-skilled occupations is $45,000 (Forty-Five Thousand Dollars).
