NUHU RIBADU IS A SUITABLE CANDIDATE FOR 2007 PRESIDENTIAL CONTEST


mong the myriad of encumbrances that have stultified the emergence of Nigeria as modern State, corruption takes a pride of place. Our statute books are full of laws that prohibit corruption. However, those who are saddled with the responsibility of enforcing the laws are themselves the principal culprits.


The past different military regimes were even fond of promulgating additional draconian laws to the existing laws. However, more often than not, such were aimed at creating distractions and to witch-hunt perceived enemies. The Economic and Financial Crimes Commission (EFCC) came into existence in year 2002 after the National Assembly had debated the Bill, passed it, and the president signed it into law. The EFCC ACT is remarkable for two reasons: (i). it sought to prevent the abuse usually associated with military decrees by having as members, important sectors of the judiciary and (ii). It was a direct response to new and sophisticated crimes of the past decade and a half.

At all times, we must strive to be objective in our analyses of issues of governance and the appraisal of any government of the day, regardless of our displeasure with such government. The Obasanjo administration has not performed superlatively, if aggregated with the political and economic capital at its disposal, but it will be unfair to write it off like most of the rogue regimes of the past.

Perhaps one of the best things this government will be remembered for is that it brought about the emergence of four distinguished Nigerians whose contributions to the evolution of Nigeria as a modern State will be etched in gold. They are Prof. Charles Soludo of the Central Bank of Nigeria, former Finance Minister who also had a brief stint as Foreign Affairs Minister, Dr. Mrs.Ngozi Okonjo-Iweala, Prof. Mrs. Dora Akunyili of National Agency for Food, Drug, Administration and Control, (NAFDAC) and Mallam Nuhu Ribadu of EFCC. It must be quickly acknowledged that whatever successes these individuals have achieved in their respective positions of responsibility, are shared with their team members.

These four personalities are Conscientious Objectors. They have conquered the allure of greed and avarice. They have also conquered Fear like Chief Fawehinmi and Femi Falana. They are revolutionaries with clear mandates that are embedded with high risks to their well being and safety. All of them have been engaged in strategic wars against powerful interests. Of the four however, Nuhu Ribadu is the most at risk specie. Archimedes once said, "Those who seek to move the earth must first have a place to stand". Hardo's progeny is standing on a place, but one prays the pedestal is solid enough sustain him in this onerous task of "moving the earth" in Nigeria.

As earlier stated, the last decade and a half have ushered in new waves of sophisticated crimes in our country's chapter. Such new dimension crimes deserve a sophisticated and combative approach to fight, hence the need for an ingenious outfit like the EFCC. Prior to the establishment of the Commission, the existing laws were susceptible to loopholes and exploitations by the new generations of criminal minds. The inertia of the past is the gain of the criminals, and the loss to innocent and precarious victims of this new dimension of fraudulent activities. A brief adumbration of some of EFCC functions will help buttress this argument.

EFCC has the power to investigate:

Illegal Bunkering
Capital Market
Terrorism
Cyber crime
Advanced Fee Fraud (a.k.a 419)
Banking Fraud and Economic governance.

Apart from that, the Commission is also saddled with the responsibility to enforce the inherited decrees of the military era such as:

Money Laundering Act 1995

Advance Free Fraud and other Fraud related Offences Act 1995
Failed Banks (Recovery of Debts) and Financial Malpractices in Banks Act 1994
Miscellaneous Offences Act Cap. 410 LFN and
Any other laws or regulations relating to economic and Financial Crimes.

  • Directors General of National Intelligence Agency and State Security Services, Security and Exchange Commissions,

  • Post Master General, and

  • Chairman, Nigerian Communications Commissions.

    Some of these members are part timers of the commission.

    From the above listed, it is clear that EFCC is a potentially lethal commission for potential sophisticated criminals. It is also very clear that it can be an avenue to get rich for a willing employer of the organization not to talk of the head where the buck stops.

    In the wildest imaginations of most Nigerians who have been disappointed times without numbers, it is unimaginable that an organization like this will not lose steam and focus after a while. EFCC has proved that, Nigeria's situation is not irredeemable; it is just that "round peg must be put in a square hole". If Nuhu Ribadu is not God sent and has not been able to conquer the allure of greed and avarice, it will not be an exaggeration to say he should be trailing Bill Gates in terms of riches. But this man against all expectations, have shown rare resolve that one can be so near easy money and yet be far away from acquiring it.

    Within the short period of its establishment, the commission has had landmark achievements such as the:

    Return of $4.48Million to an 86-year-old Hong Kong Woman.

    The conviction of former Inspector General of Police, Tafa Balogun

    Facilitating the arrest and forfeiture of substantial amount of foreign currency from former Bayelsa State governor, DSP Alamieyesiah who is still being tried in the court of law in Nigeria

    Successful prosecution and conviction of 419 Kingpin, Mrs. Amaka Anajemba and her cohorts.

    Jail terms earned 419 Arrowheads, Mr. Emmanuel Nwude and Mr. Nzeribe Okoli. (Both were said to be the brains behind the world's biggest advanced Fee Fraud that involved a Brazilian Banker, Mr. Nelson Sakaguchi as the victim).

    It is instructive to say that in today's Nigeria, though corruption still permeates the nooks and crannies of the country, perpetrators do not do it with impunity any longer. The fear of the EFCC is the mother of all cautions for these societal scourges.

    Providence has thrust it on us as a country that we have more money this time around and we have people who are not ready to squander it. The huge foreign reserve may be the most singular attraction for the kleptomaniacs in our midst who would do anything to clinch the topmost job- the presidency. The question now is that, can we sit idly bye and allow a prodigal son to attain the presidency? The answer among Nigerians would be NO.

    If this is the case, how do we continue to sustain economic growth and international respectability? The answers revolve around the calibre of whom we choose to steer the ship of State when next we go to the polls.

    Mallam Nuhu Ribadu is a young man, brilliant, courageous, and honest. Upon that, he is resourceful and very patriotic. Through his actions, and utterances and facts on the ground as far the commission he heads is concerned, EFCC and himself have performed creditably well.

    With Ribadu as president, unlike the current president, he may not owe a debt of gratitude to any kingmaker. God has used some powerful kingmakers not only to spare the life of president Obasanjo, but to also make him the president of Nigeria since 1999. If these Kingmakers are corrupt, the president's hands are tied because of these past favours. The most president Obasanjo can do to these people is to deny them the opportunity of coming back to plunder the enormous resources he would be leaving in the coffers of the State when he quits the stage. The president would not have the moral courage to get them to account for their past stewardship, which many Nigerians believed, is stuffed with so many cans of worms.

    We have seen what Mallam Nuhu Ribadu had done, what he is doing and what he has promised to do in his present position. Can we imagine what he is capable of doing if given greater position of authority?

    We have swept so many important issues under the carpet in the past. These issues, like an improper burial of the dead, have continued to have their legs exposed. These so many monumental atrocities of the past have not allowed the country to move forward. There hardly can be peace without justice.

    Perhaps a president Nuhu Ribadu will burrow into what happened to the first gulf war oil windfall. Perhaps he would ask questions why a colossal sum of N40Billion was wasted on a political transition that led to perdition. Nuhu Ribadu would be courageous enough to expose the killers of Dele Giwa and the circumstances that surrounded the death of M.K.O. Abiola, the killings of Chief Bola Ige and other notable politicians.

    More importantly, Ribadu's eight years would have finally nailed the coffin on the ability of perfidious and pernicious personalities to resuscitate after each attempt to negate them. Under Ribadu, we can expect a coherent police that will be alive to its civic responsibility of maintaining law and order and enforcing the law without fear or favour.

    From whatever perspective, a Nigeria under Nuhu Ribadu presidency will definitely not draw us back. If we must sustain our respectability in the comity of nations and banish the ubiquitous parasites in our midst, Nuhu Ribadu is a sure candidate.

    Nuhu would have betrayed his pedigree if he had acted otherwise in his position as the Chairman of EFCC. His father, late Muhammadu Ribadu was a defence minister in the first republic and for his courageous trait; he was fondly called Hardo, the Fulani title for a tough headman.

    Born on November 11, 1960, Nuhu Ribadu was educated at Mustapha Primary School between 1966 and 1973 and Yelwa Secondary School, between 1973 and 1978. He later attended Ahmadu Bello University (ABU) Zaria between 1980 and 1983 where he graduated with a Bachelor of Law degree and was called to the bar in 1984.

    Nuhu Ribadu enlisted in the Nigerian Police in 1986 where he served for 18 years before his current appointment as the head of the EFCC. It is no coincidence that the most vocal and critical wing of the Print Media in Nigeria found him qualified as the man of the year for two consecutive period of two years - 2004 and 2005.

    Ribadu has made a difference in the organization he presently heads, let us all encourage him to serve us in a greater capacity as the Commander in Chief of the Federal Republic of Nigeria. He seems to be a special gift to Nigeria, a country blessed by God, but damned by man.
